Following up on his hearing about the importance of a U.S.-China agreement to cope with “catastrophic artificial intelligence risks” (risks that AI bots will do something catastrophic?), Congressman Ro Khanna is issuing demand letters to AI firms in the People’s Republic of China.
Khanna, Ranking Member of the House Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party, is explaining to AI executives there that “neither the U.S. nor China wins if humans lose control of this technology or misaligned AI triggers a global economic, biological, or nuclear crisis.”
He had given the Chinese firms DeepSeek, Alibaba, and Moonshot AI a September 22 deadline by which to reply to his call for joining an American AI commitment to “pace the frontier.”
But they did not meet that deadline.
New demands
So Khanna (shown above) is now requiring “detailed information from the three Chinese AI companies about their development and governance of advanced AI.”
He calls on them to submit information about things like their timelines for “developing artificial general intelligence” (it’s software), whether they are installing kill switches to cripple AI if it gets out of control, and how they test their AI models to ensure that they don’t threaten humanity.
Alas, these companies answer to the Chinese Communist Party, not the Select Committee on the CCP or Ro Khanna. Therefore, let Khanna submit a letter to the leader of the CCP, Xi Jinping, instructing him to instruct the AI firms to comply.
At the same time, Xi could also instruct the various cyberhacker gangs with which the Party collaborates to submit exhaustive information to us about the cyberattacks they’ve conducted against the United States in recent years and what they plan to cyberattack next and exactly how. This kind of information would go far to help U.S. agencies, firms, and other organizations to fully recover networks and infrastructure, prepare countermeasures, and reduce risk.
