Republican Senator Ted Cruz, a sponsor of the bipartisan Falun Gong and Victims of Forced Organ Harvesting Protection Act, observes that the Chinese Communist Party “continues to target Falun Gong practitioners through its brutal, state-sponsored organ harvesting industry. These atrocities are an assault on religious liberty and fundamental human rights.
“I am proud to have worked with Senator Merkley to get this bipartisan bill through the Senate, and I urge my colleagues in the House to pass it and send it to the President’s desk.”
The purpose of the Act is to impose sanctions on “foreign persons that the President determines to have knowingly and directly engaged in or facilitated forced organ harvesting within the People’s Republic of China” and render them ineligible to obtain visas to enter the United States.
Enactment would make President Trump’s idea of diplomacy harder, since there’s no way that Xi Jinping, dictator of the PRC, can fail to be on the list of those who “have knowingly and directly engaged in or facilitated forced organ harvesting within the People’s Republic of China.” Xi is not at operating tables cutting people open, but he knows what’s going on. If he’s not putting an end to forced organ harvesting, he’s ipso facto facilitating it.
About Falun Gong, aka Falun Dafa, and what’s been happening to its practitioners, Vision Times reports that it is “a spiritual practice rooted in the principles of Truthfulness, Compassion, and Forbearance. Despite being peaceful in nature, the CCP launched a brutal campaign to eradicate the practice in July 1999 after seeing its rapid rise in popularity as a threat to its authoritarian regime. Since then, thousands of practitioners have perished at the hands of Chinese police, with many today still undergoing routine monitoring, arbitrary travel bans, and arrests.”
The title of the new legislation focuses on Falun Gong. But members of other persecuted groups whose lives CCP officials regard as expendable, such as the Uyghurs, have also been frequent victims of forced organ harvesting.
The legislation passed by unanimous consent in the U.S. Senate and is likely to also pass the U.S. House. In 2025, the House had passed the Falun Gong Protection Act, a different version of the current legislation. Vision Times notes that “The House could take up the Senate bill, or lawmakers could reconcile differences between the two measures.”
