One advantage that the Chinese Communist Party has in carrying out its program of harassing people all over the world is its legions of self-appointed adjutants. Sometimes, it’s unclear whether a particular thug is acting officially or on his own.
The Bureau reports that a man threatened to murder a “Falun Gong protester” outside a Chinese consulate in Toronto. That is, he threatened a protester who accepts the teachings and who performs the meditative exercises of the spiritual discipline Falun Gong. Falun Gong is sort of like a religion but lacks the organizational structure of many religions (September 24, 2026).
Toronto police are investigating a September 22 confrontation outside China’s Toronto consulate in which a man wearing a black jacket with a red People’s Republic of China insignia damaged Falun Gong protest displays and threatened a female practitioner with lethal violence, invoking Chinese law, accusing protesters of making trouble and threatening to have her shot.
The incident appears consistent with a broader pattern of intimidation described in a recent submission by University of Toronto Citizen Lab researchers to Canada’s Immigration and Refugee Board. That assessment identifies Falun Gong practitioners among the communities targeted by Chinese authorities and their proxies abroad, and describes efforts to extend Beijing’s control over political expression onto Canadian soil….
The Bureau‘s review of the audio broadly accords with NTD’s account. “This is Chinese territory, you know?” the man says. He also appears to name a Chinese statute, the “Anti-Secession…Law,” before adding, “I’ll have you shot.”…
The threats of violence are repeated as the man and woman struggle over the protest banners, with bystanders filming the conflict.
“Get away. I’ll slam you to death, believe it or not? I’ll have you shot, believe it or not?” the man says.
The harassment occurred in front of the Chinese consulate, but the Bureau’s reporter wasn’t able to learn whether he had any connection to it. After the altercation, somebody picked up the aggressor (whom the reporter calls “the alleged aggressor,” though his actions, which many people witnessed, are on video), and they drove off.
Targets
The cited Citizen Lab report “describes a system in which Chinese authorities monitor political activity in Canada, pressure critics through relatives in China and collect information that can later be used against people who return. The researchers identify China’s Ministry of Public Security and Ministry of State Security, along with their local and provincial offices, as leading agencies involved in overseas surveillance and transnational repression. The people targeted in Canada, the authors write, ‘tend to resemble the groups Chinese authorities monitor inside China.’ ”
These are, for example, prodemocracy activists, critics of the CCP, Tibetans, Uyghurs, “and the relatives of all of them.”
A professor at the University of Manitoba, speaking publicly after the incident, said that “this person, if he is representing the CCP, this is a foreign interference.”
The term “foreign interference” is too broad here. “Transnational repression,” though a bit jargony, is at least more specific. Also, we needn’t wonder whether the aggressor is representing the CCP. He is, whether or not the Party instructed him to threaten Toronto’s practitioners of Falun Gong. Party officials and spokesmen knows what’s going on. If they don’t tell the thugs to stop, they are encouraging them.
Moreover, persons associated with a Chinese consulate or embassy are known to be guilty of similar conduct. It happens too often to be an aberration. Recently, The Independent reported that police were investigating allegations that “Chinese embassy guards brandished illegal electroshock batons at protesters” in London. In 2022, the consul-general of the People’s Republic in Manchester admitted to pulling the hair of a protestor because he “abused my country, my leader.”
