The Republic of China’s National Security Bureau has established a website, report.nsb.gov.tw, that the agency says “serves as a secure channel through which Chinese nationals may submit intelligence-related information” about China.
Possibly in emulation of similar CIA efforts, the site features a short video to remind people that things keep getting lousier in CCP-led China. One button under the video is for stopping and starting. A second takes you to a page where you can begin the process of submitting your information.
The agency suggests that it is providing the site now in part because “a growing range of social and livelihood-related problems” in China have motivated an “increasing number of individuals” to want to relay intelligence to the ROC government.
How to do so securely when the Chinese government is spying on everybody any which way it can?
Upon accessing the page, Chinese nationals will be directed to different procedures depending on whether they are located inside mainland China or overseas, and will follow six security guidelines to complete the reporting process.
The six security guidelines include using mobile phones or tablets of non-Chinese brands, restoring to factory settings, connecting to Wi-Fi networks without a requirement for real-name authentication, using virtual private networks and web browsers developed by companies from the West, and browsing the Web in incognito/private mode.
To validate, analyze, and apply the tips, the NSB will first use technological filters. The info will then be checked out by agents before any contact is made with the informant.
Despite the security advice and procedures, sending tips through this portal is unlikely to ever be risk-free. The NSB encourages Chinese nationals with something to tell to “provide information and make changes with courage,” and it promises to continue to “review and refine its intelligence-related tactics for [enabling] Chinese nationals who share the same values of democracy to collaborate with us.”
