
That’s thanks to State Armor Action, whose new tracker is “keeping tabs on 461 bills across the country aimed at addressing the threat posed by the CCP” (“Organization releases new tool to track anti-CCP legislation,” Fox News, April 21, 2025).
“China’s communist government targets American state governments in order to undermine our homeland security,” says founder Michael Lucci. “Protecting the United States from the Chinese Communist Party requires working on the front lines in statehouses across the country to combat CCP aggression and oppression.”
Sharing tactics
Part of the idea is to give other states ideas on how fight the Chinese Communist Party.
“The tracker will help educate policy leaders and inform the American public about the legislation that will stop the CCP across the country, and it will help spread legislative concepts between states.”
According to the tracker, their organization is currently keeping tabs on 461 bills across the country aimed at addressing the threat posed by the CCP.
The tracker also keeps tabs on where those bills stand, with a graphic showing that 11 of the bills have been killed, 43 have been adopted, 25 have passed both chambers, 43 have crossed over from one chamber to another, and 339 have been introduced….
The tracker contains graphics that track the party in control of each state government where bills have been introduced or enacted, while also displaying a U.S. map showing which states have the highest concentration of anti-CCP bills.
Alex Gray, chief of staff of the White House National Security Council and a member of State Armor’s board of advisors, says that state governments as well as the federal government should be fighting the Chinese government as effectively as possible.
“The Chinese Communist Party has its sights set on the states,” he says. “Now more than ever, we need state leaders to step up and harden themselves against Communist China…. I urge all leaders to use this tool and help counter China’s malign influence.”
The tracker finds state legislation relevant to fighting the CCP even if the bill title does not include references to China or the Party.
Tracking by state
You can narrow the scope of results to a particular state.
A search for “China” after you have selected “TN” in a scrollbar produces three items. A search for “Chinese” plus “TN” produces one, the house version of the senate bill that popped up in the search for “China.” This is HB0805, “AN ACT to amend Tennessee Code Annotated, Title 9, Chapter 4, Part 15, relative to investments.” You must click into the bill summary to find that “this bill requires the Tennessee Consolidated Retirement System and other local government pensions to divest from Chinese companies.”
At the moment, if you do search for the bills introduced in a particular state legislature, you apparently cannot then choose “All states” on that page to search all U.S. state legislatures (even though “All states” was originally an option in the scrollbar list of states). It seems that you must return to the main bill search page in order to view the results for all states.
