If by October 20 three members of the pro-CCP Singham network of nonprofits are still refusing to comply with Ways and Means subpoenas, the Committee will take “more aggressive oversight actions” (Ways & Means, October 13, 2026).
Chairman Jason Smith has said as much in letters to legal representatives of The People’s Forum, BreakThrough News, and Tricontinental.
According to the House Committee’s own statement, it first demanded records from The People’s Forum in September 2025 and from the two others in February 2026. There seems no doubt that the organizations have been refusing to comply with the Committee’s subpoenas. So why wait months before initiating the “more aggressive” actions?
Neville Roy Singham is a retired tech mogul who has been devoting his many millions to promoting Chinese Communist Party propaganda and cognate left-wing agitation. He makes his home in Shanghai.
Congressman Smith says: “Shanghai Singham has poured millions of dollars into these groups to take advantage of America’s nonprofit sector and promote Chinese Communist Party propaganda. That much is public.
“What these groups are fighting to keep hidden is even more concerning. They have thus far refused the Committee’s request to provide information pursuant to our oversight role and responsibilities, and they are now defying congressional subpoenas.
“Either these organizations turn over the documents, or their leaders will answer the Committee’s questions under oath. Foreign adversaries must not be allowed to exploit America’s tax code to hide or spread their agenda. Republicans will keep working to shut down every avenue the Chinese Communist Party uses to sow chaos in our communities.”
Smith says that the inquiry into The People’s Forum, which has received over $20 million from Singham’s network, is crucial to the Committee’s “efforts to address and eliminate foreign influence in the American nonprofit sector.”
If Ways and Means continues to get nowhere by demanding the documents, the Committee’s next step is to issue deposition subpoenas covering “eight officials and staff at The People’s Forum, seven at BreakThrough News, and six at Tricontinental.”
And if those are also ignored…?
