“As a world power, one of the five permanent members of the UN Security Council and a member of the Human Rights Council, China should make its own contributions to the cause of peace and the progress of human rights. But it is regrettable that among all the big countries in the world today, only China is still in an authoritarian political ecology, which has caused continuous human rights disasters and social crises, constrained the development of the Chinese nation itself, and restricted the progress of human civilization — this situation must be changed! Political democratization can no longer be postponed.
“To this end, we promulgate Charter 08 in the spirit of courageous citizenship. We hope that all Chinese citizens, regardless of government or opposition, regardless of status, seek common ground while reserving differences, actively participate in the citizens’ movement and jointly promote the great changes in Chinese society, with a view to building a free, democratic, and constitutional country at an early date and realizing the perseverance and dream of the Chinese people for more than 100 years.”
